以国家档案局局长韩毓虎为团长、国家档案局常务副局长冯子直为副团长(同时出席国际档案理事会执行委员会会议)的中国档案工作代表团,于1988年8月22日至26日出席了在巴黎召开的第十一届国际档案大会。大会为了探讨企业档案现代化管理的经验和问题,充分发挥企业档案的社会效益,还特别邀请一些国家的企业档案管理人员参加大会讨论。我国的鞍山钢铁公司、扬子石化总公司和苏州市光明丝绸厂的档案管理人员应邀首次参加了国际企业档案讨论会。中国人民大学档案学院也应教育培训委员会之邀派代表出席了大会。第十一届国际档案大会的中心议题是新型档案材料的收集、保护和开发利用问题。大会以三个发言作为大会的主要报告,它们是:法国保罗·勒内·巴赞的《新型档案材料形成和收集的原则》,报告就新型档案材料的定义、加工、收集、鉴定、编号、立法,管理新型档案材料的机构,新型档案材料对档案理论与实践的影响等问题作了阐述;苏联弗·瓦加诺夫的《新型档案材料的保护》的报告,就新型档案材料的产生、接收、装具、检查、修复、保护和复制,珍贵新型档
