各省、自治区、直辖市及计划单列城市档案局,中央、国家机关档案部门,中央档案馆,中国第一历史档案馆,中国第二历史档案馆,中国照片档案馆: 《中华人民共和国档案法》已经全国人大常委会第22次会议于1987年9月5日通过,国家主席李先念第58号命令颁布,自1988年1月1日起施行。这是我国国家最高权力机关颁布的关于档案事业的第一部法律,是健全社会主义法制的一个重要方面。《档案法》的颁布从法律上明确了档案与档案事业在国家和社会中的地位与作用,使档案的保护、整理、开发、利用,以及档案事业的发展有了可靠的法律依据和保障。全国各级档案部门都要认真学习、积极宣传、坚决贯彻执行《档案法》。为此,特作如下通知: 一、认真学习《档案法》
