吸烟危害健康,这一常识应该说已经家喻户晓,媒体对此也有广泛的宣传,全国各地立法禁止在公共场所吸烟,也愈来愈普遍。然而令人忧虑的是吸烟的人数并没有减少,青少年和女性吸烟的反而愈来愈多,受二手烟危害的公民3年内增加了2亿人。作为世界卫生组织《烟草控制框架公约》的缔约方,我国的控烟效果微弱。原因有很多:法制不健全,缺乏良好的控烟社会氛围,烟草财政,公民素质参差不齐等等。毫无疑问,在控烟问题上,我们还有许多事要做,在控烟的征程中,我们还有很长的路要走。
Smoking is harmful to health. This common sense should be said to have become widely known. The media also widely publicizes it. It is increasingly common for legislation across the country to prohibit smoking in public places. However, what worries people is that the number of smokers has not decreased. The number of smoking among teenagers and women has increased. The citizens harmed by second-hand smoke have increased by 200 million within three years. As a party to the WHO Framework Convention on Tobacco Control, China’s tobacco control effect is weak. There are many reasons for this: The legal system is not perfect, there is a lack of a good atmosphere for tobacco control, tobacco finance, and the quality of citizens varies. There is no doubt that we still have a lot to do with the issue of tobacco control. We have a long way to go in the tobacco control journey.
