On March 5th, at the Fourth Session of the Eleventh National People’s Congress, Premier Wen Jiabao stated in the “Government Work Report” that during the “12th Five-Year Plan” period, the “life expectancy per capita should be increased by 1 year”. The Central Government explicitly proposed to reflect the entire people’s living standards and quality of life in the 12th Five-Year Plan.
