办好高校学报等学术刊物,对于从根本上加强社会主义精神文明建设,提高全民族的素质,推动社会生产力的发展具有重大的意义。随着学术期刊社会地位的提高,两个文明建设对期刊质量的要求也将越来越高。它所担负的将知识生产力转化为物质生产力的任务也将越来越重。如何提高期刊质量管理的水平,就成为办刊部门亟待研究解决的重要问题。对期刊质量的统一评估是实行宏观管理和指导的重要手段,而要对期刊质量进行评估,就必须有衡量期刊质量的统一标准。目前,在期刊质量评比中,大都出于主观印象,缺少科学性。本文拟对这一问题作些粗浅的探讨。

The uniform assessment of the quality of journals is an important means of macro-management and guidance. To evaluate the quality of journals, we must have a uniform standard to measure the quality of journals. At present, in the quality evaluation of journals, mostly out of the subjective impression, lack of scientific. This article intends to make some superficial discussions on this issue.
