为解决近几年行政事业性收费项目不清、标准不清、管理权限不清的问题,湖北襄樊市最近推出了行政事业性收费“四统一一公开”管理办法。“四统一一公开”就是统一审批,统一票证,统一专户储存,统一收支管理,公开收费项目和标准。办法规定凡在该市行政区域内实施的收费项目,不论是行政性收费,还是事业性收费,一律由市物价局、财政局依据有关收费规定进行审核,审核后报市政府统一审批。
In order to solve the problems of unclear administrative fees, unclear standards and unclear administrative rights in recent years, Xiangfan City, Hubei Province, recently introduced administrative fees for administrative charges and “four unities and one public” management measures. “Four unities and one openness” means unified examination and approval, unification of bills, unified special account storage, unified revenue and expenditure management, and public charging items and standards. The Measures stipulate that any charge item implemented in the administrative area of the city shall be subject to examination by the Municipal Price Bureau and the Finance Bureau in accordance with the relevant fees and charges and shall be submitted to the municipal government for examination and approval.
