前几年乡镇财政面临的问题和困难主要表现在,农村生产力水平较低,乡镇经济发展缓慢;财源不足,乡镇财政基础脆弱;支出范围大,超越了乡镇财政的承受能力,致使收入的增长幅度远远赶不上人头经费和事业费的增长,新增财力基本上被人头吃掉了。为了摆脱乡镇财政的困境,几年来,山东省莱芜市作了一些尝试。
