The International Conference on Progress in Abnormal Nuclear Effects of Deuterium / Solid Systems, jointly organized by the U.S. Department of Energy, the Electric Power Research Institute and Birmingham Young University, was held in the State of Utah in the State of Paralympic from October 22 to 24, 1990. This is the second international academic conference this year following the first annual meeting of the cold nuclear fusion institute held in Salt Lake City by the National Cold Nuclear Fusion Research Institute of Utah University. Due to the fact that the physics community has yet to admit experimental evidence and scientific implications of cold fusion, the theme of abnormal nuclear effects of deuterium / solid system was adopted at this conference. A total of 140 scholars from 17 countries attended the conference, most of them from famous institutions of higher learning or research institutions in the world, such as Stanford University, MIT, Texas A & M University, Los Alamos
