珠海经济特区成立14年来,从特区的实际和任务出发,认真按照党中央的部署,凭借国家给予的一系列优惠政策,依靠“特区人”的艰苦创业,较好地发挥了技术、知识、管理和对外开放政策的四个“窗口”作用,达到了预期目的,经济特区持续、健康、快速发展,总体经济实力大大增强。 但是,改革开放到现在,特区面临越来越多的挑战,特区原有的优势慢慢丧失,“特区不特”的说法随之出现。如何正确认识这个问题,再造特区新优势,成为当务之急。本文将就这些问题谈谈看法,希望能起到抛砖引玉的作用。 一、特区面临的新挑战 以邓小平同志1992年初重要谈话和党的十四大为标志,我国掀起了新一轮改革开放的浪潮,市场经济理论的提出及市场机制的逐步形成,使改革开放的力度、广度都较以前加大了。原来只有特区才能享受的优惠政策,其他开放城市、开放地区也差不多都能享受。这是改革开放到一定程度的必然结果。“复关”在即,国际政治经济环境的变化也使特区面临的挑战具体表现在如下几个方面:
