知识作为生产要素,作为最重要的资本广泛而深入地参与经济竞争,这是知识经济最为显著、最为重要的本质特征。知识经济的悄然兴起是一场无声的革命,知识经济给海南带来了加速发展的机遇,同时也是一个严峻的挑战。挑战当然首先来自“知识”这一生产要素本身,但挑战更来自自身准备的不足,因为机会只偏爱有准备者。这就决定了我省需作出战略性的努力,否则,科学技术作为瓶颈将长期制约我省经济的发展。
Knowledge as a productive factor, as the most important capital extensively and deeply involved in economic competition, is the most significant and important essential feature of the knowledge economy. The quiet rise of knowledge-based economy is a silent revolution. The knowledge-based economy has given Hainan an opportunity to accelerate its development. It is also a serious challenge. Of course, the challenge comes first of all from the “production” of “knowledge” itself, but the challenge comes more from its own inadequacies because opportunities only prefer preparers. This will determine the need for our province to make strategic efforts, otherwise, science and technology as a bottleneck will constrain the long-term economic development in our province.
