本文通过对上海市静安区２０９２名老人的现场调查并参考社区基线调查资料，分析老年人对社区服务的基本需要及其影响社区服务需要的因素；了解老年人对卫生服务的意愿支付状况。研究表明医疗是老年人最关心的问题，影响老年人对社区服务需要的因素主要有失能状况、慢性病的有无、文化程度和婚姻状况。老年人对社区服务的意愿支付率为４０％，个人意愿支付每月为３４．３２元；对门诊及住院保险的意愿支付率较低，分别为７．２３％和６．５７％，支付能力分别为每月８．４５元和８．３８元。研究认为解决社区基本服务应包含医生出诊在内的老年人就医问题以及基本的生活服务，并针对老年常见病、多发病进行健康教育，提高老年人的保健意识。
Based on the investigation of 2,092 elderly people in Jing’an District of Shanghai and the baseline survey data of the community, this article analyzes the basic needs of the elderly for community services and the factors that affect the needs of community services; and understands the willingness of elderly people to pay for health services. Research shows that medical care is the most concern for the elderly. Factors that affect the needs of the elderly for community service include disability, chronic disease, education, and marital status. The willingness of the elderly to pay for community service is 40%, and the monthly personal willingness to pay is 34.32 yuan; the willingness to pay for outpatient and inpatient insurance is relatively low, which is 7.23% and 6.57%, respectively. It was 8.45 yuan and 8.38 yuan per month respectively. The study believes that the solution to basic community services should include the elderly’s medical treatment and basic living services including doctors’ visits, and also provide health education for common and frequently-occurring diseases in the elderly and raise the health awareness of the elderly.
