臧纪水,河北省保定市人,大学文化。现任中国有色金属工业协会再生金属分会副会长、河北省安新县华诚有色金属制品有限公司董事长。1984年至1990年,任安新县耐热材料厂厂长;1991年至1998年,任安新县振兴冶炼厂厂长;1999年至2004年,任保定金帆有色金属有限公司总经理;2005年至今,任华诚有色金属制品有限公司董事长;现兼任河北省乡镇企业协会常务理事,安新县税务局、工商局行风监督员。
