1948年11月,我东北野战军四纵队、十一纵队于辽沈战役后,奉中央军委和东野首长命令,组成先遣兵团,昼夜兼程,先行人关。傅作义发现东野主力突然出现在北平,惊恐万状,急命35军由张家口向北平收缩,104军在怀来接应,可惜为时已晚。35军被华野主力牢牢围困在新保安,104军被阻隔在怀来,不能向35军靠拢。当104军军长安春山发现我东野主力已进抵延庆、永宁一带,16军一个师在康庄被歼时,便不顾35军死活,于12月8日下午率军直属队、250师、269师(258师被围在张家口)从怀来弃城东逃。
