潍坊市国税局曾于1995年12月份自行研制开发了“工商企业计算机开票申报”软件,实现了发票的计算机开具、进项凭证的管理、增值税的计算、《增值税纳税申报表》和《发票领用存月报表》及相关附表的输出。该软件在增值税一般纳税人中推行后,为纳税人解决了发票管理、增值税核算及纳税申报资料的填报等工作量大、规范性差的问题,深受企业财会人员和基层税务机关的好评。但这一软件如何与企业财务核算相衔接,实现数据共享又成为现实问题。该局领导审时度势,毅然决定在“工商企业计算机开票申报”软件的基础上,与北京用友软件(集团)公司联合开发了“发票结
