总政干部部、总后卫生部在全军卫生系统积极推进继续教育工作，落实继续教育在军队质量建设中的重要地位．取得长足进步，探索并把握了军队开展继续教育的规律、途径、方式和方法。在思想上，确定了医学技术干部终身教育的概念；在管理上，形成了全军、各大单位和各级各类医疗卫生机构三级继续教育管理体系；在制度上，制定了全军“一个规定，两个办法”、各大单位的实施办法和各级各类医疗机构的实施细则；在激励机制上，做到了继续教育与专业技术干部职务晋升、任期考评和专业学位挂钩；在学分上，实行了三类学分认可公布、登记管理和验证存档制度；在保障机制上，充分发挥了部队、院校和科研机构的整体优势，并在政策、投资等方面给予支持和倾斜，形成了各级机关认真组织实施、各医疗卫生单位抓好落实、有利于调动专业技术干部继续教育积极性的局面和氛围。 总后卫生系统的继续教育工作走在了全军各专业的前列．为全军专业技术干部开展继续教育工作，趟出一条路子，总结了一套经验，带了一个好头。
