实行职员制是对“国家干部”进行合理分解,改变用党政干部的单一模式管理所有人员的现状,建立科学的分类管理体制,形成各具特色的管理制度的重要方面。事业单位一般由专业技术人员、党政管理人员和后勤管理人员构成。自1983年职称改革以来,专业技术人员的管理已经成熟。后勤服务人员的管理在技术等级考试的基础上也逐步走上正轨。长期以来,只是没有专门针对事业单位管理人员的管理法规。管理人员没有正常的职务晋升制度。1993年国务院在工资制度改革方案实施细则中提出了“职员”的概念,而且明确提出了事业单位管理人员实行职员职务等级工资制,这为事业单位管理人员实行职员制提供了基础条件。下面就怎样建立科学的职员制的问题略抒浅见。
