分析一起使用无许可批件自动售水机制水售水案,探讨小区自动售水机的管理。通过案例调查、处理和移送过程中存在的疑难点,揭示违法主体的非正常退出,破坏了正常经营秩序;自动售水机未纳入发证管理,入市门槛低,存在饮用水卫生安全隐患;相关法律法规滞后,部门间的监管合力也未能形成,导致无法通过行政处罚或行政强制措施来有效制止当事人的违法行为。对现制现售饮用水,亟待完善监管法律体系,明确相关部门的职责和监管内容。
Analysis of the use of unlicensed documents approved the mechanism of automatic sale of water sales water case to explore the area of automatic vending machine management.
