一、“两区”生态建设现状及存在的主要问题我区山丘、沙漠遍布,“两区”面积约占全区总土地面积的 2/3以上.全区89个农牧业旗县绝大多数处于山地丘陵或风沙危害区.全区50个贫困旗县200万贫困人口集中分布在“两区”.“两区”既是广大群众面临的恶劣生存环境,又是“两区”人民重要的生产条件.在自治区成立以来的半个世纪中,各族干部群众从多年的生产实践中总结经验,吸取教训,逐步认识到治山治沙改善生态环境的重要性,坚持不懈地开展了以综合治理开发“两区”为主的生态建设.特别是党的十一届三中全会以来,在党中央、国务院及其有关部委的关怀支持下,自治区各级党委、政府组织广大干部群众,有计划地开展了大规模的治山治沙工作,取得了巨大成就.“两区”生态建设的持续发展,对全区生态环境的改善起到了极其重要的作用,为经济社会的可持续发展创造了条件.主要表现在以下三方面:第一,生态环境明显改善,农牧业生产稳步发展.近50年坚持不懈的生态建设,有效地改善了农牧业生产条件,增强了农牧业抗御自然灾害的能力,
