实体经济始终是人类社会赖以生存和发展的基础。处于工业化中期的我国,必须大力发展实体经济。四川省和重庆市始终专注发展实体经济取得了实绩,特别是重庆市大力实施五大功能区域发展战略,2015年前3季度GDP增长11%,5个领域的主要指标稳居全国前列。下一步,应积极参与“一带一路”和长江经济带战略,共抓大保护,不搞大开发。积极承接东部地区产业转移,大力支持西部地区扶贫开发,尽快建立健全生态补偿机制。金融要为实体经济服务,缓解融资难融资贵。设立政策性中小企业发展银行。
