国有企业三年走出困境不过是一个短期的目标,三年走出困境之后也许再过三年又陷入困境。因此,治本比治标更重要。日前,《厂长经理日报》刊中国社科院工经所研究员张承耀文章认为,我们必须透过负债高、负担重等表面现象,牢牢地抓住企业机制的本质;必须在人与物、人与财的矛盾中,紧紧地抓住人的因素。具体来说,国企改革的攻坚战可以沿着构造出资者、构造经营者与构造劳动者三条战线而展开。
