(一) 今年国庆前夕举行的党的十五届五中全会,是本世纪结束、下世纪肇始,我国处在民族振兴、社会发展、新旧交替、继往开来的重要历史时期一次具有重要意义的会议。会议在形势任务总的论述背景下,突出地论述了人才开发问题,非常重要。兹就我的体会,谈谈一些看法。——人才问题的理论与实践在我国近二十年来倡导形成人才学以来,有了蓬勃的发展,硕果累累。它不仅是一门人文社会理论学术的学科,更是一个松柏常青、永不凋谢的实际问题,具有很强的实践性和现实性。我在改革开放之初,在一个全国人才问题培训班上说:“人才问题是一个永恒的主题”,这句话有感而发,可以表明我长期对人才问题的一种感受。

Let me talk about some opinions about my experience. - The Theory and Practice of Talent Problems Since our country advocated the formation of Talent Studies in the past 20 years, we have achieved vigorous development and achieved fruitful results. It is not only an academic discipline of the humanities and social theory, but also an actual problem that evergreen pine never dies. It is highly practical and realistic. At the beginning of the reform and opening up, I said in a training course on national talent issues: “The issue of talent is an eternal theme.” This remark gives me a sense of long-term feeling of talent problem.
