本文在分析中小企业集群创新概念和特点的基础上,构建出了以创新投入能力、创新研发能力、创新制造能力、创新产出能力、创新管理能力、创新环境条件等6个因素为一级指标,以其相应的28个子指标为二级指标的新疆中小企业集群创新能力评价指标体系,建立了以GAHP(灰色层次分析法)为评价方法的评价模型,并选取新疆某集群中的企业进行了实例分析。使集群中的中小企业充分了解自身的创新状况,准确定位,正确制定创新战略或政策,提升新疆中小企业集群创新能力。
Based on the analysis of the concept and characteristics of SMEs cluster innovation, this paper constructs 6 indicators of innovation input ability, innovation research and development ability, innovation manufacturing ability, innovation output ability, innovation management ability and innovation environmental conditions as the first level indicators , With its corresponding 28 sub-indicators as the second-level indicators of Xinjiang SME cluster innovation capability evaluation index system, established GAHP (gray analytic hierarchy process) as the evaluation method of evaluation model, and selected a group of enterprises in Xinjiang Case Analysis. So that small and medium-sized enterprises in cluster fully understand their own innovation status, accurately locate and correctly formulate innovative strategies or policies to enhance the cluster innovation capability of SMEs in Xinjiang.
