1 目的意义本课题的目的旨在“七五”已有科研成果和技术的基础上,通过认真、深入分析重大自然灾害遥感监测评价和重点产粮区主要农作物遥感估产的任务要求、工作流程、技术构成,抓住具有共同性、关键性以及配套性的技术组织攻关。在有限资源和有限目标的前提下,多快好省地形成一个具有快速、准确、机动、可靠和集成特点和应急能力的灾害和估产遥感技术支持系统,以支持项目其余课题的整个“八五”攻关任务的开展,并为它们的攻关成果沉淀提供物质基础,以逐步形成一个能满足本项目考核目标和运行服务要求的灾害和估产遥感实用系统。
1 Purpose The purpose of this project aims at the task requirements and work processes of remote sensing monitoring and evaluation of major natural disasters and remote sensing yield assessment of major crops in key grain-producing areas through careful and in-depth analysis based on the scientific research achievements and technologies in the “Seventh Five-year Plan” Technical composition, seize the common, critical and supporting technical organizations tackling key issues. With limited resources and limited objectives, a disaster-prone and remote-sensing technical support system with rapid, accurate, mobile, reliable and integrated features and emergency response capability will be built up more rapidly and efficiently to support the entire “85 ”To carry out tackling tasks and to provide the material basis for the settlement of their research achievements so as to gradually form a practical system of remote sensing and disaster assessment for the project that meets the assessment objectives and operational requirements of this project.
