【纠纷背景】今年广东省“两会”期间,广东省中山市西区调委会调解员到辖区农村进行走访,排查调解矛盾纠纷。调解员发现,该社区有村民准备拉运砖块堵塞某机动车检测站进出路口,还说近期要集体上访。调解员意识到这是一起群体性纠纷苗头,如不及时扑灭则有激化的可能,立即进一步调查了解情况。经了解,村民的堵路行为是由房屋损害赔偿问题引起。2010年,机动车检测站建设办公场所,进行施工打桩。
