水利工程施工阶段,往往要对原工程设计文件、施工方案等进行必要的变更。这种变更可能来自于设计单位、项目监理单位、承包商等建设主体。但无论来自哪个主体,通常都会对建设项目的质量、进度和投资等监理目标的控制带来一定的影响。监理工程师要想更好地控制监理目标,就要结合工程实际,按照监理合同对三控目标的要求及不同建设主体提出的工程变更采取一些有针对性的措施,做好工程变更前的研究分析和审核确认工作,严格按有关程序对工程变更进行积极主动、行之有效的动态管理,以减少工程变更对监理目标的影响。
