国务院日前公布的《事业单位人事管理条例》自今年7月1日起正式实施。条例规定,在工资福利方面,国家建立激励与约束相结合的事业单位工资增长机制。这是该条例的一大亮点。建立机制应有之义专门就事业单位工作人员工资增长作出规定,令部分公众感到不解:相对于事业单位人员,其他城镇从业人员在工资水平和增长幅度上似乎更需要政策来关注。不少中小微企业员工工资多年滞涨,低层级领域和工种的从业者工资增长尚无保障,建立事业单位人
The State Council recently promulgated the “Regulations on Personnel Management of Public Institutions” since July 1 this year, the official implementation. The regulations provide that in terms of wages and benefits, the state establishes a wage increase mechanism for institutions that combine incentives with restraints. This is a major highlight of the Ordinance.
