光电子技术是世纪之交继微电子技术之后迅速兴起的一项高科技领域。在当今信息时代愈发占有重要的关键的地位。为了纵观当前国际发展动态,研究我国光电子技术发展战略,加快我国光电子技术创新和产业化与基地建设步伐,中国科学院、中国光学学会、吉林省及长春市人民政府,于2001年5月26—27日在长春举办了“21世纪中国光电子技术及产业发展战略论坛”研讨会。有全国光电子技术方面的院士14人,专家及企业家近百人参加,并有美国、德国、日本等国家的专家出席。经过热烈讨论,与会代表一致认为,当今世界光电子技术正以排山倒海之势,几乎超过所有高技术的发展速度猛进,例如有代表性的光通信容量与速率,竟然超过了微电子技术发展的穆尔定律(每18个月翻一番),达到年倍增的爆炸速度。在美国经常召开的国际会议有数千人参加的
