This paper extends the morning commute problem to consider the stochastic demand, which comprises of two parts, infrequent travelers and commuters.The total number of commutersis fixed.The departure rate of infrequent travelers is stochastic, which adds to the departure rate of commuters in a random manner.Commuters acquire the total cost and its variability from past experiences, factor them into their departure time choice considerations, and settle into a long-term habitual departure time choice equilibrium.To define this equilibrium, we use the notion of "travel cost budget" in the presence of travel cost variability.We have studied the effect of stochastic demand through numerical studies.
