　　The influence of exhaust emissionon the climate draws more and more attention in the world.Considering a single CBD city by a continuum model, we establish an optimal model equivalent to the user equilibrium condition with the elastic demand.In this model, we assume the generalized cost function with the vehicle emissions factors and increase a condition of the low emission area limit.We solve the model by the finite element method.Finally a numerical example is given to show the model is feasible.
