The morning commute problem for a single bottleneck is extended to model the situation that bottleneck capacity increases from sl to s2 as the queue length exceeds a threshold DO, which is motivated by facts such as rule in China that vehicles will not be charged at the tollgates when queue length exceeds a threshold.Seven cases have been identified, depending on the parameters s1, s2, DO, N, α, β, γ.The latter four are total number of commuters, value of unit travel time, the schedule penalties for a unit time of early arrival and late arrival, respectively.Finally, we have studied effect of the parking space constraints in the seven cases.
