The travel modes, frequency and distance determine proportion, degree and carbon emissions of vehicles.Meanwhile it also affects construction of low carbon cities.Establishment of a transit-oriented development model can effectively promote low carbon travel, which contributes to the sustainable development of a city and positive interaction of urban transportation.Taking Tiandong County as a case study, this paper proposed four strategies to promote the TOD model combining with the residents travel mode and habits: firstly, advocated the establishment of rural-urban integration of public traffic. It solves the intercity traffic problems between town and county, making the residents outside the county can choose different traffic routes to go into the county.Secondly,to optimize the bus network, including the optimization of existing bus network and setting three level bus networks.Optimization of the existing road network can ease the traffic pressure of the central areas and improve travel efficiency as residents can choose the most convenient traffic route to reach the destination. In the meantime, the three level bus networks would effectively encourage residents to choose cycling and walking.Thirdly,it is optimization of bus station site and reasonable allocation of public vehicles.Through these measures it would be more convenient for residents to take bus and gradually reduce the use of motorcycle and moped. Finally,is to encourage mixed land use.Mixed land use meets residentsDaily life needs in a certain range,so it reduces the times and distance of long distance travel.
