From Innovation training experiment program for college students raised by national policy in 2007 in China, every university started to pay attention to study on project management of scientific and technological innovation.The purpose is to strengthen cultivate students inner quality within limited investment.Because of risk diversity and complexity in innovation project.The paper use method of fuzzy evaluation to identify and assess risk factor in each phase.
