  The left-turn of vehicles at intersections has the largest impact to traffic flow, and it is one of main factors leading to urban traffic congestions and accidents.As such, many urban traffic networks prohibit direct left-turns to keep traffic moving efficient on major roads.How do drivers choose their travel paths under left-tum prohibitions? Where should we implement left-turn prohibitions, if we wish to minimize the total travel time of the network? For those two questions, we propose a bi-level progamming model utilizing the User Equilibrium (UE) theory to assign traffic flow, so that the total travel time of the network is minimized under left-turn prohibition.The lower-level and upper-level are respectively solved using the Frank-Wolfe algorithm and Genetic Algorithm.By numerical example, we showthat the total travel time of the traffic network can be reduced by implementing the left-turn prohibition at some carefully selected intersections.
