党的十四届五中全会通过的《关于国民经济和社会发展第九个五年计划和2010年远景目标的建议》中,高度重视加快西部地区经济发展,尽快缩小与东部地区的差距。 西部地区经济要发展,从总体战略上无疑要进一步改善经济环境,加强交通、能源、通信、原材料等基础性建设,强化农业基础地位。振兴地方工业,扩大对外开放,深化经济体制改革等。此外,在加快西部经济发展,实现经济起飞的过程中,应当加强区域性中心城市建设,创造地区经济发展的增长点。 一、充分重视区域性中心城市在区域经济发展中的重要作用
