應用實境模擬遊戲於防災教育宣導之成效探討

  近年颱風常帶來高強度及長延時之超大降雨,花東縱谷土地狹長、聚落多集中谷口山麓下,各地區常遭遇土石災害,造成生命財產損失及公共建設破壞之天災。政府為因應災害常態化現象,提高易致災鄰近土石流潛勢溪流的聚落的防禦能力,引用日本自主防災宣導觀念,舉辦各種凝聚自主防災力量、提升自主防災意識的活動。本研究以北中南區四所國小結合社區的方式,進行土石流防災教育宣導,應用參與觀察法記述宣導教育的成效,並分析參與者的回饋單,檢討土石流模擬遊戲的教育效果。結果顯示,以土石流模擬遊戲進行災害宣導方式,透過社區居民及學童共同參與角色扮演,實際演練臨災應變,能較靜態宣導,更加深學員對誘發土石流的三大因子的印象。居民及學童多年來常有接受防災專題演講的經驗,但是普遍認同角色扮演有臨場感,更能強化災害識覺,提昇自主防災信念。遊戲中依據各因子聚集的強弱影響,造成模擬野溪暴洪的規模大小,能強化易致災敏感區居民及學童,對環境產生更切身的認識。遊戲之後,小學生因為有相關課程持續灌輸觀念,較能有積極自主的防災自信,而整合社區居民的防災識覺,將奠定邁向自主防災的重要基礎。
