Taiwan,as an island surrounded by sea on four sides,issued "White Paper on Marine Education Policies" in 2007.Since then,the government has dedicated to cultivating citizens of Taiwan the marine knowledge and globalization thinking,and to further the marine protection awareness and recognition.Using information and communication technology (ICT) to support and enhance students learning experience has been common practice in the classroom.This study is aimed to develop a ubiquitous inquiry-based cooperative learning system (UIBCLS) with the use of mobile carriers and wireless communication devices on the marine education.By breaking the space limit,learning resources of marine knowledge can be accessed and acquired more efficiently through various contexts in the form of words,sound and images in order to stimulate students interest and to enhance the effectiveness in learning.Students can be totally immersed in the learning process and therefore to improve their ocean literacy.
