档案作为人类社会各项实践活动的真实记录,记载着悠久的人类发展史,是我们宝贵的历史财富。这笔财富质量的高低,取决于文件材料收集是否齐全完整。因此说,归档文件的收集在档案管理系统中处于“先天”的地位,只有把应归档的文件材料收集齐全,可以完整反映人类活动的真实面貌,这笔财富才会变得弥足珍贵。但是,文件材料收集难却是历来档案工作中存在的主要问题,成为档案工作开展的掣肘之困。一、档案收集难的原因
