蔡勋红是湖南省华容县胜峰乡石伏村的调解主任。他从1992年开始做这项工作,工作中不计名利,尽职尽责,多次被评为县、乡优秀调解主任,2002年还被司法部评为“模范人民调解员”。一片痴心爱民蔡勋红从担任调解主任的那一天起就不断鞭策自己,一定要尽职尽责做好自己的工作。10年来,他深入田间地头,与村民滚在一起。没有双休日,也不分白天、黑夜。哪里有纠纷,他就及时出现在哪里。哪里群众需要,哪里就有他的身影。10年来,他参与调解的各类民间纠纷有395起,防止民转刑案件13起,防止群体械斗26起,防止自杀8起。为了提高对民间纠纷的快速反应能力,他在村里组建了一支3人的专职纠纷调解应急队,建立了专门的投诉电话,配备了交通工具。规定从纠纷发生到调解人员赶赴现场要在5至10分钟之内,使纠纷能及时得到处理,避免激化。同时,他把扩大调解工作覆盖面作为一项工作重点。10年来,全村调解组织和调解员从无到有,从少到多。现全村除已有的村调委会外,还成立了4个厂地(村)接边事务联合调委会,
Cai Xunhong is the mediation director of Shi Fu Village, Shengfeng Township, Huarong County, Hunan Province.
