工程建设项目实行监理制度是国际惯例,在我国已试行几年。实践证明,推行这个制度是多方面的需要。工程项目实施阶段(相对于工程项目的决策阶段而言)的监理工作包括设计监理和施工监理。几年来,我国试行监理制度的公路工程项目中,大多数局限于施工监理。实际上,设计监理是工程项目监理工作中十分重要的组成部分。设计监理有与施工监理完全不同的特点、任务和依据。当前刚刚开始的设计监理还有些需要注意的问题:①要培养一批高素质的设计监理工程师;②要正确地掌握建设标准,编好《设计纲要》;③设计监理工程师应协助设计单位进行技术经济分析,推行优化设计;④系统地积累设计监理资料和编制指导设计监理的法规。
Project supervision system is an international practice, has been piloted in our country for several years. Practice has proved that the implementation of this system is a multifaceted need. The supervision of the project implementation stage (relative to the decision-making phase of the project) includes design supervision and construction supervision. In the past few years, most of the highway engineering projects piloted in our country are limited to construction supervision. In fact, design supervision is a very important part of engineering supervision. Design supervision and construction supervision have completely different characteristics, tasks and basis. The current design supervision has just begun there are some issues that need attention: ① to train a group of high-quality design supervision engineers; ② to correctly grasp the construction standards, compiled a “design outline”; ③ design supervision engineer should assist the design unit to carry out the technology Economic analysis, the implementation of optimal design; ④ systematic accumulation of design supervision information and the preparation of guidance and design supervision laws and regulations.
