江泽民同志指出:“要迎接科学技术突飞猛进和知识经济迅速兴起的挑战,最重要的是坚持创新”。我们在近8年来发展高新技术产业的实践中认识到,以江泽民同志深刻论述为指导,把优化发展环境作为政府的第一责任和发展高新技术产业的第一要素,是株洲国家级高新技术产业开发区和高新技术产业得以较快发展的重要原因。
