今年两会期间,社会组织管理制度改革首次被纳入《国务院机构改革和职能转变方案》中,该方案明确重点培育、优先发展行业协会商会类、科技类、公益慈善类、城乡社区服务类社会组织。成立这四类社会组织,可以直接向民政部门依法申请登记,不再需要业务主管单位审查同意,这在社会组织发展中被视为具有里程碑式的意义,也让众多因找不到业务主管单位而无法获得合法身份的社会组织看到了春天。
