受国家科委综合计划司委托,中国科技信息研究所从1987年起,对中国科技人员在国内外发表论文数量和论文被引用情况进行年度统计和分析。在国际上发表论文的数据取自美国的三种在国际上颇具影响的检索工具,即《科学引文索引》(SCI)、《工程索引》(EI)和《科学技术会议录索引》(ISTP),在被选为SCI或EI源期刊的中国期刊上发表论文,或在被ISTP收录的在中国召开的国际科技会议上发表论文,都视为在国际上发表论文。国内发表论文的数据系直接取自选为统计源的国内科技期刊(1992年为1226种)。
Entrusted by the Comprehensive Planning Department of the State Science and Technology Commission, China Science and Technology Information Institute has conducted annual statistics and analysis of the number of papers published by Chinese scientists and technologists at home and abroad and the quotations of theses since 1987. The international publication of the papers is based on three internationally influential search tools in the United States: the Scientific Citation Index (SCI), EI (Engineering Index) and ISTP (Scientific and Technical Conference Index) , Published papers in Chinese journals selected as SCI or EI source journals, or published in ISTP’s international science and technology conference held in China, are considered as international papers. The data for published papers in the country were taken directly from domestic scientific journals selected as statistical sources (1226 in 1992).
