构建和谐社会是我们党从全面建设小康社会、开创中国特色社会主义事业新局面的全局出发而提出的一项重大任务,适应了我国改革发展进入关键时期的客观要求,体现了广大人民群众的根本利益和共同愿望。而构建和谐社会的先决条件是要有一个稳定的社会治安环境,这就需要在各级党委和政府的统一领导下,动员社会各方面的力量齐抓共管,通过有效的社会治安综合治理措施来保障和谐社会目标的早日实现。
