1983年,我们为了努力开创医院工作的新局面,针对当前存在的经费、药品管理混乱问题,进行了一次全面整顿和初步改革.在整顿以前,经费帐目由师财务科管理,药房买药收费、发票以及报销都上报财务科.但财务科对卫生业务不熟,不能很好掌握经费使用情况.这样一来,院领导对经费使用情况心中无数,不能统筹安排使用经费,出现了不少漏洞.在药品管理方面,出库、进库无验收制度,用药无计划,也存在不少问题.
