随着我国现代化建设的发展,高速公路作为基础建设投资项目带来了巨大的社会效益和经济效益。从高速公路每年的投资资金来看,国家用于建设项目的投资也在逐渐增加。然而,实际公路工程在建设中往往会出现“决算超预算,预算超概算,概算超估算”的“三超”现象。因此,解决以上问题必须对工程造价采取有效的监控措施与控制方法,通过研究分析引起公路工程造价偏差的原因以及危害,提出了相应的造价控制措施,以期对实际工程有指导意义。
With the development of our country’s modernization, the highway has brought great social and economic benefits as an infrastructure investment project. From the annual investment funds highway view, the state investment in construction projects are also gradually increasing. However, during the construction of the actual highway projects, the “three super” phenomenon of “budget over budget, budget over budget, budget over estimation” often appears. Therefore, in order to solve the above problems, effective monitoring and control measures must be taken for the project cost. The causes and hazards of the deviation of highway project cost are researched and analyzed, and corresponding cost control measures are put forward so as to provide guidance to practical projects.
