有清一代,吉林、黑龙江八旗官兵是清廷侍卫挑补的重要来源地。清前期相当长的时间里,部分吉黑旗籍官兵业已因从征立功或以扈从随围来京后蒙挑侍卫,另有新满洲及未编入八旗的各部落精壮男丁也被选送进京,备选侍卫。然而,清廷正式辟设吉黑地区“三音哈哈”送京备选侍卫制度,是在嘉庆、道光二朝多次探索后,于道光十五年(1835)正式创立。“三音哈哈”送京制度的创立,是清廷对在吉黑地区建构起来的“首重军事”统治体系的认可与固守,更负有“首崇满洲”政治目的。该制度的施行,在京师旗籍侍卫内树立标杆典范方面确有一定功效,并为吉黑旗人群体拓宽了进京当差的仕途道路。然而,此制度的推行,在重振京旗满洲国语骑射本业方面效果甚微,更无力扭转整个八旗官兵群体战斗力衰减的必然趋势。

The establishment of the system of sending the people to Beijing was a result of the Qing court’s recognition and sticking to the “first military” system set up in the Kyrgyz region. It also possesses the political aim of “worshiping Manchuria” first . The implementation of this system does have some effect in establishing the benchmarking model within the guerrillas of the capital division and broadens the career path to Beijing when poor people go to Beijing. However, the implementation of this system has had little effect in revitalizing the capital, and more ineffectively reversed the inevitable trend of declining combat effectiveness of the entire eight-flag military and civilian groups.
