In the summer of 1991, the Technology Policy Research Center of the University of England held its “International Conference on Future of S & T Policy” to celebrate its 25th anniversary. The center was one of the first similar centers set up by the European governments in the 1960s that profoundly recognized the technological gap between the Old World and the United States. It has successfully combined theoretical and applied research to enable governments, private industry, international organizations to collaborate and foster future researchers. Since its inception, the center has been “striving to gain a deeper understanding of the role of science and technology policies, studying the scientific research system, innovation and promotion, and studying the complex relationship between technology, system and social development.” This monograph was published on the date of the meeting.
