怀化市集体林业综合改革围绕落实林权的四项权利,着力推进林业产权资本化运作,破解产权不清、体制不顺、要素不活、经营主体不明、发展空间不足的难题。通过改革,呈现出森林资源增加、农民群众增收、林业经济增长的局面。但仍存有林业发展需求与社会化服务、资源丰富与金融支持、生态保护与林农受益之间的矛盾,有待进一步改革。
Huaihua City, collective forestry comprehensive reform around the implementation of the four rights of forest rights, efforts to promote capital operation of forestry property rights, cracked unclear property rights, the system is not smooth, the elements do not live, the main business unknown, the lack of room for development problems. Through the reform, the situation of increasing forest resources, increasing peasant masses and forestry economic growth has been shown. However, there are still some contradictions between forestry development needs and social services, abundant resources and financial support, ecological protection and the benefit of forest farmers, which needs further reform.
