福建省闽侯县邮电局是省局实行承包经营责任制的试点单位之一。今年,闽侯局在与省局签订承包经营责任书后,应用系统工程的整体性、目的性、相关性和环境适应性四大特性,探索完善企业内部经济责任制,取得了较好成效。上半年完成利润249926元,比全年承包利润还超过18.6%,比去年同期增长66.8%;人均利润2107元,比去年同期增长69%,超过全国同类型局先进水平的50.5%。应用系统整体性,实行RQC综合管理过去闽侯局在推行经济责任制中,较多地搞单项承包,往往出现重收入、轻质量、轻管理的错误倾向,质量和服务问题屡屡发生。他们体会到,完善经济责任制,一定要根据系统整体性的要求,开展全面承包。今年与所属十九个基层单位,全面签订承包经营责任书,实行了RQC(效益、质量、管理)综合承包经济责任制。其基本模式是:效益承包、质量否决、管理保证。把职工的部分标准工资,同奖金、加班费等捆在一起,进行考核浮动。二级单位浮动工资的计算公式为:
