河北省水利局组成的沭河上游水土保持工作考察组,於一九五○年八月廿八日至九月廿二日的廿六天内,在沭河上游的西支沂山地区作了实地的考察,并搜集了山东省水利局林业局对该区所作介绍文字、调查报告、工作计划、工作总结、和县、区干部及群众的反映意见,写成了这篇报告。因为水土保持是河流治本工作的主要工作之一,而各地水利机关对于这个工作如何普遍开展,其经济效益究竟如何等问题,都还在探讨摸索阶段。故特将此文整理发表,供给大家作为研究的参考。
